Anti-Money Laundering (AML) Compliance

Bank Zarechye (JSC) informs You that it fully complies with the requirements of

  • the Federal Law of the Russian Federation No115-FZ of 07.08.2001 On prevention of money laundering and combating terrorist financing,
  • the Regulations of the Central Bank of the Russian Federation of 15.10.2015 499-P On identification of customers, representatives of the customer, beneficiaries by the credit institutions on purpose of preventing money laundering and terrorism financing,
  • the Regulations of the Central Bank of the Russian Federation of 29.08.2008 No 321-P On procedure of presenting by the credit organizations the data provided by the Federal Law On preventing money laundering and terrorism financing to the authorized body,
  • the Regulations of the Central Bank of the Russian Federation of 02.03.2012 N 375-P "On requirements to the regulations of internal control of the financial institution on purpose of preventing money laundering and terrorism financing.

In pursuance of the Federal Law of the Russian Federation the appropriate department - Department of Financial Monitoring which responsible for coordinating and overseeing Anti-Money Laundering (AML) program on a day-to-day basis - was established in the Bank.

Bank Zarechye (JSC) has written internal AML Policies and Procedures and has fully implemented all applicable AML regulatory requirements in the jurisdiction in which it is licensed.

The Bank has written customer identification/Know Your Customer policies and procedures. All clients (as corporations so individuals) are strictly required to fill in questionnaire form with obligatory presentation of a Sample of authorized signatures notarized (for corporations) or indication their passport details (for individuals). According to the Bank's Rules identification of clients and controlling identity of customers has been carried out since February 1, 2001 (in compliance with the Russian Law On prevention of money laundering and combating terrorist financing

The Bank doesn't maintain anonymous or coded accounts.

The Bank has a policy prohibiting opening accounts and establishing relationships with shell-banks.

The Bank only operates with correspondent banks that possess licenses to operate in their countries of origin. It collects information and assess its financial institutions customers AML policies.

The Bank has never closed an account based upon suspicious activity.

According to the Criteria on detecting unusual transactions (the Bank's Rules) the Bank daily monitors any suspicious activity. If suspicious activity is observed the specialist of the Department of Financial Monitoring reports such information (as an electronic document) to the Federal Service on Financial Monitoring.

The Bank has implemented system for the identification of its customers including customer information in case of any transactions, account opening, etc.

The Bank screens customers/transactions against applicable list of sanctioned countries, governments and nationals and against narcotics traffickers or terrorists or terrorist organizations pursuant to any sanctions programs, e.g., programs administered by the Federal Service on Financial Monitoring.

The Federal Service on Financial Monitoring periodically provides the Bank with lists of names of terrorists, terrorist organizations, others who conduct any suspicious activity. The specialist who is responsible for effecting payment transactions checks information on the customer who is a receiver of the funds basing on the data put in the lists. If there is a positive match while screening such suspicious transactions are not conducted.

The Head of the Department of Financial Monitoring provides AML training to relevant employees of the Bank that includes identification and reporting of transactions that must be reported to government authorities on continuing basis.

The staff of the Department of Financial Monitoring is usually trained on AML issues once a half year.

The Audit Company "Presto Audit" (Moscow, Russia) tests independently the AML Compliance twice a year. There was no any negative appraisal.

The Bank's AML program has been examined by the Federal Service on Financial Monitoring, the Central Bank of the Russian Federation. There was no any negative appraisal.
